| Abstract | |
| European Union has passed directive 2003/30/EC which is concerning the promotion of the use of biofuels or other renewable fuels for transport on 8 May 2003 (abbreviate as “Biofuel Directive 2003/30/EC of European Union”). According to Article 4(2) of this directive, European Commission shall draw up an evaluation report for the European Parliament and for the Council on the progress made in the use of biofuels and other renewable fuels in the Member States by 31 December 2006 at the latest, and every two years thereafter. On the basis of this regulation, European Commission hands in the first report of execution situation and effect evaluation of Biofuel Directive 2003/30/EC of European Union. Besides, Energy and Transport Directorate-General, European Commission has positively proceeded wide public inquiry activities in order to gather the opinions of different topics about biofuels between April and July 2006. These materials above will be the important references in this paper. And also expect the research results of this paper to be able to be suggestions and responses of green energy promoting policy and legal measures in our country. |
